Kevin Saad is the current director of the Licking County Municipal Court Adult Probation Department. He began his twelfth year as the director on August 14, 2025. While serving as the director, he obtained two prestigious national certifications from the National Center for State Courts. The first was Certified Court Manager in May of 2016 and the second was Certified Court Executive in November of 2024. He has been a community correction professional in Licking County for nearly thirty-two years. His greatest accomplishment during his time as director has been his ability to obtain funding for the department from sources outside of the City of Newark. He was instrumental in the restructuring process of the probation department funding agreement between the City of Newark and Licking County back in 2017. He has applied for several traditional and non-traditional grants through government and hospital entities such as the Ohio Department of Rehabilitation and Correction, the Ohio Department of Behavioral Health, the Supreme Court of Ohio, Licking Memorial Health Systems, and Licking County. During his time as director, he successfully obtained eleven traditional grants and eleven non-traditional grants. The approximate total revenue received from these grants was over seven million dollars. He has a special interest in effective supervision practices for domestic violence offenders.
Michele Hamann is the Director of Adult Court Services, a position she has held since 2021. She previously served 17 years with the Municipal Court Probation Department, supervising high-risk cases and helping develop the court’s first Drug Court. She currently coordinates the Adult Court Services Drug Court and helped develop and run there Day Reporting Program.
A U.S. Army veteran and former Military Police Officer, Michele holds a degree in Criminal Justice from Central Ohio Technical College and was named Ohio’s Probation Officer of the Year in 2009. She lives in the community with her husband and two adult children.
